The first rule of law report is the result of a new dialogue between the Commission and Member States feeding into the country-specific analysis for all the Member States. This report is an important step towards strengthening a common understanding of the rule of law in the EU and enhancing mutual trust.

The Guidelines are intended to be a useful working tool for the training programme managers, administrators, organisers, trainers, practitioners and other specialists. The Training Guidelines for the legal field regarding the rule of law provides guidance for activities related to the Rule of Law principles. They focus on how to assess needs, design a training programme, implement it and evaluate rule of law training.

This publication is concerned with the rule of law, with a particular focus on the importance of judicial independence as a component of the rule of law. The objective of this part of the publication is to provide the theoretical and conceptual foundations for the rule of law. The case law concerning judicial independence is explained in a later section of this publication. It is important to be mindful of the elements that comprise the rule of law.

Op 26 april 2019 heeft de Europese Commissie het EU-scorebord voor justitie 2019 gepubliceerd, met daarin een vergelijkend overzicht van de rechtsstelsels in de EU-lidstaten uit het oogpunt van onafhankelijkheid, kwaliteit en efficiëntie. Het biedt de nationale autoriteiten informatie om hen te helpen hun rechtsstelsels te verbeteren. De resultaten geven een gemengd beeld en laten zien dat er sprake is van relatieve verbeteringen wat betreft de efficiëntie van de rechtsstelsels en de kwaliteit van de rechtsbedeling.
